reimbursement form again

Does this sentence look OK? I am using it in my email:

'Attached is the reimbursement form I spoke of in our meeting last. I think it a good addition to our accounting system as it can serve as an audit and expenditure control device. '

OK. Possibly use a word other than device, eg mechanism, measure.

Much more normal in business English would be 'I think it is (or 'will be')
