1) Russia and other world powers will all be at the A-R-F, to discuss regional issues, such as North Korea's nuclear ambitions as well as the crises in Myanmar and Ukraine.

I have seen the two versions.

Which one is correct or natural between ‘regional issues such as’ and ‘regional issues, such as’?

There are other problems. "As well as" does not mean "and", and it doesn't fit with "such as" even if you
