Can I use regards when I am calling for someone on the phone? For example, my mom bought something from the store. I am calling in regards for my mom. I believe this is a misused of the word but wanted to clarify.

Yes. You can use regard when calling on the phone, but use it in the singular with "to," not "for."
"I am calling in regard to my mom." or (more common) "I am calling regarding my mom."
Plural regards is typically used "to send someone your regards."
