Regardless of whether

a) I will pay for your tutoring fees, regardless of/irrespective of whether you pass the exam or not.

b) I will pay for your tutoring fees, whether you pass the exam or not.

Is only b correct?

Is a incorrect or just redundant?

I prefer "I will pay your tutoring fees..."

I find (a) tolerable but, as you say, redundant. (b) is OK. I think (a) is improved if "or not" is deleted.
