'regarding' usage

Dear John,
Regarding your application a for a position in our company.
We are pleased to inform you that your application for the position has been successful...........

Is it correct to use regarding like this? It's from a fill-in-the-blanks exercise I did and the place where regarding is is blank. The choices are:
a. Thank you for b. Answering c. Regarding d. In reference to
I'm pretty sure it's regarding because I've heard this kind of sentence before. The book writer is also not a native speaker so I have my doubts.
