'regarding to' instead of 'with regard to' ?

Hi, there is this sentence --> 'The two sides have reached a compromise with regard to the plan to build the new road across a nature reserve'
My question is whether I can replace 'with regard to' with 'regarding to' so that the meaning remains the same.

I believe that "in regards to" is a disputed form. Personally, I consider it incorrect, but I recognise that other people use it.
