Regarding the uses of prepostion.

Sentence: "Instead of setting a benchmarks for/of good and clean govermance for a country which has recently got the freedom they have let it down"

My question/doubt: Is the use of article a appropriate before the word benchmarks in the sentence ? I'm asking this because I've seen word benchmarks being used without any article on google and other places(newspaper,books etc). See this compressed google link http://bit.ly/aG5HlN

And please also which preposition, for or of, would be appropriate before the word good in the sentence ?
