Regarding the use of verbs "has" and "had"

My sentence: "Instead of apologizing to one person, I think, I would be better if he has/had apologized or corrected his clangar about it on/in his own timeline"

My question : What verb, "has" or "had", would be correct to use to show the past possibility in the above sentence ? Can the verb "has" be used for past possibility? Also, I'm confuse a bit about using the preposition "in" or "on". Can you tell me which one would fit the bill ?

**PS: The sentence is in reply to somebody.
