Regarding the use of verbs "has" and "had"
My sentence: "Instead of apologizing to one person, I think, I would be better if he has/had apologized or corrected his clangar about it on/in his own timeline"
My question : What verb, "has" or "had", would be correct to use to show the past possibility in the above sentence ? Can the verb "has" be used for past possibility? Also, I'm confuse a bit about using the preposition "in" or "on". Can you tell me which one would fit the bill ?
**PS: The sentence is in reply to somebody.

I got the answer of this question from other forum. And apologies if you didn't get my question. It's not your mistake. I've done some typos in my first post, but couldn't correct it because time to edit the post had passed.
