regarding the use of "respected sir" and " dear sir "

sir i need to ask , that what basic difference or a kind of impression goes when i do write an application start with respected sir instead with dear sir

In India, 'Respected Sir' may be OK. I don't know. But in Western English-speaking countries, 'Dear Sir' is standard and 'Respected Sir' sounds strange.

Indians still carry on the The East India Company English from the early 19th century. But I can say it's changing fast especially, with the new generation due to the opening up of communication channels.

I must say it's difficult for most Indians to manage to use correct English inspite of huge efforts and time that they put into it.
