Regarding the use of "must be" here

Sentence: All those state governments who (or that?) are opposing healthcare reforms must be unconstitutionally dismissed by the Central government.

Question: I am a bit unsure about the correct use of "must be" in the above sentence, as it sounds odd. Could you tell me the use of "must be" in the sentence will be right or not?
