Regarding the use of article (again)

Sentence: "Regan was a/the politician who defeating USSR in diplomacy"

My question:Sorry again a question on articleEmotion: wink. What article, a or the, would be correct to use in the sentence ? I've zeroed in on article "a" but not sure, though. Please help.
