Regarding Preposition and article.

Sentence: Not to get a refund shock after buying because of lack of clarity and transparency from/by the website.

Question: Two questions. First I am unsure about which prepostion, from or by, would be correct to use in the sentence? Second about the use of article 'a' before the word refund. Kindly answer both.

Thanks
