Regarding "Message Being That"

But also community care centers, we call them, where light symptom patients, and 80% of them are light symptoms. Some don’t even need any care. They just need to be quarantined and monitored. Of course, the consistent messaging to the public, that we’re not going to get back to life pre-COVID. This risk is there. And therefore we need to learn to live with this risk. And that means everybody doing their share to stick to the sanitary rules, wearing masks in public places and public transportation and so on and washing your hands, of course. The message being that everybody has a role to play.


1) I'm not sure of "being" is present participle or gerund.

2) Why did the speaker say not "The message is that" but "The message being that?"

Why does it matter to you? It's really not important whether "being" is a gerund or a present participle. The important thing is that it's a verb.
