I wonder if #2 and #4 are grammatical.
1. It was during the night that I met him (I think it's grammatical)
2. It was during the night when I met him. ( ?)
3. It was in the park that I met him. ( I think it's grammatical)
4. It was in the park where I met him (?)

#1 and #3 are OK. I personally don't like #2 and #4 in the interpretation that I believe you intend (i.e. as an elaborated way of saying "I met him during the night" or "I met him in the park"). Opinions may vary.

Always use 'that' (or optionally 'who' for people). After the beginning with It is/was and a highlighted item, our brains are searching for that. Those with 'when' or 'where' can sound incomplete.
