Regarding "is understood to have" and "is said to have"

Hi experts,

I have question about "understood to have" and "said to have". When we can use these in sentences. I read sentence as

"Incidentlly, Nair is said to have approved the note's release in July. Mukharjee is understood to have told Nair that the finance ministry should have been consulted before he approved its release"

However didn't understand the exact use of these. Can sombody explain the same?
