Regarding if condition

I was following 2 sentences in news paper. Want to understand difference if any in if condition

He claimed that one of them allegedly threatened to infect him with HIV positive blood if he did not give him Rs one crore.
Khan claimed that the doctor threatened to inject him with HIV positive blood if he does not shell out the money.

I understand this. But was talking about if condition. In first if "if he did not give him Rs one crore" in second if "if he does not shell out the money"

The tense used are different in both ifs. So i want to understand whether both are same in meaning or they differ

Both of these senteces are grammatically acceptable, but they have subtley different meanings.

Some similar but more simple senteces for clarity:

"The doctor threatened to kill the man if the man did not do something."

The past tense verb "did" in this sentence implies that this entire event occured in the past. The man has already chosen whether or not to
