Regarding a use of verb

Sentence: Please accept my sincere apologies for not able to reply to you promptly.

Two question: Is there any need of verb "being" before the word able? Will the sentence be correct without it? Emotion: smile

can this sentence be rejig like this "I deeply regret I couldn't reply to you promptly". Will it produce the same meaning which my first sentence was producing?

Broadly speaking, yes. The short form 'couldn't' does not fit well with the formal tone of the rest of the sente
