Regarding a use of verb.

Sentence: "Is this a comment on PM Singh also?" or "Does this a comment on PM Singh also"

My question: Which verb is correct to use in the sentence, is or does? What do they mean?

You say "This is a comment"; you don't say "This does a comment". Right? So how could "does" be right? Use "is".
