Regard someone as ~ or Regard that ~???

1) He regards himself as a patriot
2) He regards that I'm a patriot.

When I saw for the verb "regard", I found that they don't use "that clause". Then, Is 2) sentence wrong? If I want to use "that clause", do I have to use the verb "consider"?
Like, He considers that I'm a patriot.
