Reg. Salutation

Recently, I wrote an email with salutation as follows:

Reg. - Cab no. 3 route reorganize.

Is there any mistake in the above? please help me. I need answers for this.

As a salutation, that makes no sense whatsoever, Vijay! A salutation is 'Dear Mr Jones', etc. What are part of an email are you writing and what is it supposed to communicate?

I was asked to write an e-mail to change the cab route. in the subject line i mentioned like this : "Reg.- Cab route no. 3 reorganize".

I wanted to check is there any mistake in my subject line.
