"refute" or "rebut"

Can we use both "refute" and "rebut" in a sentence interchangeably as meaning of both are same?

Example 1: Mr. Azad strongly refuted/rebutted the fresh allegation made by opposition party.

Example 2: She has rebutted/refuted charges that she has been involved in any financial malpractice
