Reflexive pronouns

I am independently studying linguistics, and today I read in my textbook about reflexive pronouns. To be legitimate, they must

1. Appear in exactly the same clauses as their antecedents, and

2. Be in the c-command of their antecedents.

If I understand correctly, that means that the following sentence is ungrammatical...

He thought that the picture of himself was beautiful.
... because "He" does not appear in "the picture of himself was beautiful," which is a clause.

Is that true? It sounds like a well formed sentence to me, but apparently it's not.
