Referring to Dates?

Hello, everyone. I would please like to know the correct English pronunciation for dates, years more specifically. For example, for the year 1721, would i say "seventeen-twenty-one" or "one thousand, seven hundred twenty one". Or even "Seventeen hundred twenty one". And for the year 2004, is it better to say "twenty oh four" or "two thousand and four". And say I was referring to years beyond 2009, for example 2017, would i say "twenty seventeen", similar to what I believe is the correct pronunciation for 1917, or would i continue the current path for 2004, and say "two thousand seventeen". So in otherwords, from the years 2010- 2099, will the "two thousand" method be appropriate, or the "twenty_" method?. It's obvious what will be for years beyond 2100, such as 2176, would have to be "twenty one seventy six". Thanks everyone.

These days I say 'two thousand and four' or 'two thousand four' but I surmise that in a few years folks will get tired of saying 'thousand' and revert to 'twenty ten' by about, oh, 2010. We'll all just have to wait and see, however.
