Referred

hi teachers,

He likes to be referred to as “Doctor Khee”.

Every object that has been used to cook, serve, and eat a meal can be referred to as the dishes.

In these 2 sentences, what is the meaning of "referred" gramatically speaking?

Is it an adjective, adverb? Neither of them? What is it?

Thanks in advanced

be referred to = be called

The structure is a passive voice (with the past participle) in stead of the active "peope call him."
