Referrals and Coronary Arrests

Hello!

Please I need help with the following:

What's the meaning of:

1) Referrals to juvenile court rose 15% for 12-year-olds ( In this case what do referrals mean and when do we use olds, as it appears in the example?) ;

2) Law enforcement officers ;

3) Ohio state drug enforcement officials estimate...;

4) Coronary arrests;

5) Now, it's a 4th grade decision;

6) Junior high school ( By the way, could you please also check if the following school levels are correct?)

7) School Levels:

- Kindergarten;

- Elementary school;

- High school: [ 1) Junior high school - is it? 2) Senior high school ]

- College or university;

8) Can I use the verb to broadcast for TV or only for radio ? Ex.: TV broadcasts good and bad programs. And if it only for radio, so how to say the previous sentence?

9) Finally how to read, for example, 4.2% = ( Four__?___two percent) ?

I know it seems not so polite to send lots of questions (doubts) in just one message, but I have a certain urgency concerning to them, because I have some English exercises to hand tomorrow morning. So, I'll be very content if someone of yours, could give me a hand with all of them. Pleaaaaase!!!

Thank you so much to help me. But tell me why that sentence is not well-made? Isn't it polite or is it gramatically wrong?I tell you this because I've seen in a book this sentence: "TV stations should censor the programs they broadcast". So, instead of broadcast can I use transmit?

I'm not Goodman, but I'll share my opinion.

"Broadcast" can be the same as "airs" when you refer to programming. "That show will air tomorrow night at 9 p.m. Eastern time." or "That program will be broadcast tomorrow..." Both are valid verbs.
