In general, research on the "effects" of television on audiences has tended to trerat viewers-children and adults-as passive and undiscriminating in their reactions to what they see.

About "
in their reactionsto what they see", does it refer to both 'passive' and 'undiscriminating', or 'undiscriminating' only?

I'd take it as referring to both. (If you wanted to exclude "passive", you would add a comma before "and".)
