reference of "is"

What is "an attempt to write..."? Skateboarding or the understanding of it? The grammar of the sentence says that it is referring to "the contemplation of the form" while the example mentioned in the rest of the text says something else.

This chapter argues that ‘skateboarders implicitly realise the importance of the streets as a place to act’. Thus, a contemplation of the form as art does not by any means limit itself to the formal aesthetics of movement but is ‘an attempt to write anew [. . .] to insert meaning where precisely there was none’.
