Reference letter

my son has criminal record for having a small amount of cocain in his pocket that was 12 months ago he wants to be taxi driver as he is struggling for work so he will be self employed he is 25 and a good person he made silly mistake. now the council need character reference what can i write a his mum so as to help him get the chance to achieve what he wants. he has clean driving licence and no other criminal offenses please help.
