reference check sheet questions

Hi, I don't quite understand these 2 sentences in the reference check sheet:

"Please tell us about their dedication, hours and flexibility?"

(This question is followed by a question about how long the reference has been working with the candidate. What am i supposed to answer here? Does it mean "how dedicated the candidate is to his current job" or does it mean "how many hours per day does the candidate spend working on his current job?")

"Would you recommend hiring or would you rehire them?"

I simply don't understand the "rehire them" part :-(
