Refer to that category of men generally?

Hi. In Proverbs 11:18 in the Bible in the English Standard Version, it is written:

The wicked earns deceptive wages, but one who sows righteousness gets a sure reward.

Please tell me why the phrase "The wicked" is used? Is it used to mean all the wicked men in general, like the phrase "the rich" to mean all the rich people generally? Then shouldn't the plural verb "earn" be used instead of the singular verb "earns"? Thank you in advance for your help.
