Can they be figuratively used like:
"The insurance company has done something wrong.
They got a yellow card this time, but if the same thing
happens again, they will surely get a red card."

Yes, most people in England call it football these days.

At the beginning of the 20th century, the term "soccer" came into use, to distinguish Association football (i.e. football played according to the rules of the Football Association; "Assoc." => "soccer") from Rugby football (i.e. the game played at Rugby School; the rules of which were codified in the mid 19th century).
