Redundant?

Hi all, I found this statement while browsing around some Ryan Gosling memes. I'm trying to figure out if it includes an annoying redundancy or not. Superficially "implies" and "tacit" are roughly synonyms, but I can't figure out if they apply to different things in the sentence. Thanks.
