Reduction of passive voice

Sometime passive voice sentences are reduced to a shorter form even though the new form is not adjective phrase or modifying adverbial phrase,like:

Target acquired or Boston Bombs Packed in Pressure Cookers

As much as I know was acquired and were packed are correct,

It sounds unnatural to me ,what kind of reduction is it?
