reduced relative clauses

Michael Swan says we can not reduce non-identifying relative clauses, we can omit the whole clause. But in a coursebook we have:
Dagmara Stanek,25, from Sopot, emitted a scream ofjust over 126 decibels.
There are 2 non-identifying clauses: who is 25 and who is from Sopot
Why are they reduced? Swan said it is not possible!

This type of descriptive writing is very common. I personally won't call it a reduced clause, and I see nothing wrong with it. Think of it this way:
Dagmara Stanek (25, from Sopot,) emitted a scream of j
