I would move the phrase 'over the next five years' to somewhere where it could make more sense of it being there, but I am not too sure of it being the kind of sentence you wanted to write.

Why is the original location of the phrase wrong? Moving it to the end changes the meaning. It would mean all of the measures will take place over the next five years.
