Reduced Clauses

Hello,

"A study being published in December shows that people talking on their cell phones while walking, run into people more often."

"A study published in December shows that people talking on their cell phones while walking, run into people more often."

Are they both correct and both are the reduced form for:

"A study which was published . . . "

What's the difference?

A study has been already published.
and
A study is already published.

If I say:

1. A study has been published already then I'm not expecting any other reports on that matter to be published.

2. A study has already been published then I'm expecting some other papers on the subject to be published.

No, basically 1 and 2 meant exactly the same thing. It is just a matter of adverb placement. # 1 is more idiomatically common.
