Reduced Clause

In contrast to accredited universities that can grant degrees and whosestudents can be eligible for federal aid, nonaccredited colleges cannot provide their students with the same types of services, though still able to enroll students and provide instruction.

Though is a subordinating conjunction, so shouldn't it be used to introduce a clause rather than a phrase?

Or Is "though still able to enroll students and provide instruction." a reduced clause?
