Reduce to, reduce by

I sometimes see "reduce to" and sometimes "reduce by" in different contexts and I couldn't make out what they actually mean.
For instance,
The interest rate was reduced to 2%.
The interest rate was reduced by 2%.

Could you please explain it to me?
