Red hair

Hello, I have a question.

Two friends meet at a party and see a woman named Cindy. She has red hair. The next morning the friends talk about the party. One of them says:
"Remember Cindy?"
"Cindy? Is that the one with (the) red hair?"

Should there be a definite article before "red hair"? I asked my English teacher and he said that it's optional, depending on whether the second speaker wants to emphasize the red hair or not. If he wants to emphasize it, he uses the definite article. But it seems wrong to me, that there is more than one right answer here.
Could you please explain?

That's correct. It's optional.

the red hair implies to some degree that the color of Cindy's hair had been the subject of discussion earlier or that it was the main feature by which Cindy could be distinguished from other guests at the party.
