Recycle bin; usage

Hi,

Green Sense urged McDonald's to set up a five-year timetable to reduce by half the usage of disposable food containers and to follow the environmental practice of tis branches in Taiwan, Japan and Korea.

1) Can I change "usage" to "use"? Any difference?

2) Which one is correct, "recycle bin" or "recycling bin"?

Thanks in advance
