Recursion

Hi, everyone. I found the sentence below.

Former US Marine Larry Snowdon, who fought in the battle, said he hoped a battle like this will never be repeated, stressing the importance of peace.

The reason that says 'this will never repeated' not 'this would never repeated' is recursion, right? And 'will' brings more hope than 'wouild', right?
