Recourse as refuge

Hi

It's the second or third time I stumbled upon the use of recourse something like this, especially in Indian English. Is it natural at all?

Recourse used as refuge

When asked why she resigned so suddenly, Tina sought recourse (refuge) in health issues for excuse.
