Which one is better? The problem is that I’ve seen both.

They are both bad. "Can't seem" is nonstandard. We don't use "record" for that.
"I don't seem to be able to memorize the last three pages of the textbook."
OR
"I don't seem to be able to commit the last three pages of the textbook to memory."

I know that I can use both ‘commit to memory’ and ‘memorise’.
I was specifically asking about ‘record but you’ve cleared that up as well so all is good.
