but, as much as i know, we cannot use pronoun, I in report writing?

If you are under the requirement not to use pronouns then I would go with c).

Change the wording to match the rest of your report: recommended; recommends; is recommending; etc.

As MalRey says, if your teacher demands this, avoid it. Nowadays, however, direct reporting is better style than the excess verbiage and general muddiness of too much passive voice.
