Recommend +Ving / to ???

Hi! Can any English teacher please tell me why this sentence is correct?

I know that it should be added Ving after recommend, however, today I looked up the dictionary from yahoo, and I saw a sentence was written "I recommendhttp://tw.dictionary.yahoo.com/dictionary?p=recommend'' .

I want to know why it's not " I recommend you complying with safty regulations."

In my opinion that sentence is not correct (but sometimes heard). This is better I recommend (that) you comply with safety regulations. or I recommend your complying with safety regulations.

This is better

I recommend (that) you comply with safety regulations.

or

I recommend your complying with safety regulations. (in informal speech "your" is often replaced with "you")

I prefer the version without the ing form.

My English teacher taught me 3 forms of this type of verbs: recommend, suggest, advise, etc.
recommend/suggest/advise + Ving (in case without Objective)
and
recommend/suggest/advise + that + Subject + V_bare infinitive
and
recommend/suggest/advise + O + to Infinitive.
