Recommend

I read some members talking about how to use recommend. I've learned that I recommend this book to Tom is ok and I recommed Tom this book sounds quite odd, even though both are found in some dictionaries.

Are my sentences below correct?

1, I recommend it to everybody.
2, I recommend you go Japan.
3, I recommend going to Japan.


Do #2 and #3 have the same meaning?
