Recently I have seen one black cat roaming around here sometimes.

I think I would say it like this:

Sometimes recently I have seen a black cat roaming around here.

Normally we would say "a black cat" not "one black cat". We would use "one" to contrast with another number, e.g.

A: Have you seen a couple of black cats around here recently?
B: Um, I've seen one black cat ...
