"received or delivered to" in a passage

Hi,

I have a question regarding a passage.

[The Investment Manager uses a mark-to-market approach to quantify, monitor and manage each Fund’s credit risk exposure to counterparties to OTC derivatives. This exposure is then reduced by the amount of collateral received or delivered to the counterparty on a daily basis.]

My question is about "received or delivered to".

I understand if the investment manager deals with a counterparty and RECEIVES collateral from the counterparty, the manager's risk then is reduced. But if the manager DELIVERs collateral TO the counterparty, how can the manager reduce his own risk? I'm not sure if I understand the meaning of the passage. Need help. Thank you.
