Receive vs receives

We propose that she receive one course release as of spring 2018.


Does this sentence work with receive rather than receives?

In traditional or formal English it would be "receive" (subjunctive). Outside of formal writing it would not be uncommon (at least in BrE) to see "receives". I find the use of "as of" a bit confusing.
