Recal

p.150

-Those who wish to forget painful thoughts, do well to absent themselves for a while from the ties and objects that recal (This is not a typo) them: but we can be said only to fulfil our destiny in the place that gave us birth.

2. Does the entire sentence mean that those who do not want memories that hurt them should get away from things that remind them of the painful memories, and that it is not meaningful to stay in the place we were born?

Please identify the source of your quote so I don't have to look it up. This one is from William Hazlitt's essay "On Going a Journey." It's from 1822, which is a clue. "Recal" is a now little-used variant of "recall."
